How calling the US or
any foreign country from overseas works.
The reason international calls are so expensive is that many
of the countries you are calling (or calling from) have telecom monopolies. The government
makes a few cents, (umm..., more than few cents)
on each call coming in or leaving the country.

local dial tone of a country and access dial tone directly from the U.S. and make your

HOW TO USE CALLBACK. (It is not as complicated as it sounds)
Dial a US number form overseas direct. Hang up immediately after the first ring. Since you
do not connect, there are no connection fees. The US number has caller ID and looks
in the database to see if you are calling from an approved (registered) number. Wait
a moment for the computer to call you back, usually 10-60 seconds. (Hey, that is why it is called callback!)
